a comercial undewriter can accept a building appraisal and issue a policy based on that appraised amount. However, a claims dep't adjuster can happily dispute that building amount and order a new appraisal. if it comes in higher, the adjuster can penalize the claim.

So we see that in an insurance company, the underwriter can accept a risk that someone else in the same company (in claims) can dispute and penalize. This is not right.
